Introduction

Israel’s security barrier along the Israel-West Bank border is a response to years of Palestinian terrorist infiltrations, in which over 1300 Israelis have been killed and thousands more injured in over 28 000 documented attacks. Elsewhere in the world, it is accepted that pressing peacekeeping reasons sometimes exist to necessitate the erection of physical barriers between people divided by bitter religious or ethnic rivalries so intractable that the warring factions have to be kept physically apart from one another. Why is an exception being made in Israel’s case?
